IOOC Strategic Plan (2024-2029)

The Interagency Ocean Observation Committee (IOOC) is pleased to announce the release of its inaugural Strategic Plan, highlighting our commitment to advancing ocean observation and management.

For over a decade, the IOOC has been at the forefront of coordinating the federally supported ocean, coasts, and Great Lakes observing enterprise. In response to dramatic changes in these environments, emerging economic opportunities, and the rapid evolution of ocean observing technology and science, this Strategic Plan is designed to tackle these critical challenges. It aims to advance ocean knowledge, stewardship, and societal benefit, aligning with the IOOC’s mission to champion federal ocean observation through collaborative system development, solutions-based research, outreach and education, standards setting, joint federal planning, and the implementation of shared priorities.

The Strategic Plan outlines three high-level goals that will guide our collective efforts:

  • Ocean Observing System Development: Facilitate the evolution of a state of the art integrated and interoperable ocean observation system responsive to societal needs, agency missions, and national and international priorities.
  • Partner Engagement: Collaborate with diverse partners to expand awareness, grow contributions, and improve access to and usage of ocean data and information.
  • Ocean Observing System Sustainability: Sustain the ocean observation system through shared leadership, joint planning, and results-driven implementation.

This Strategic Plan will foster enhanced coordination among our 12 member agencies and additional strategic partners, advance joint planning efforts, and improve access to and use of ocean, coasts, and Great Lakes observational knowledge.
